Returns content — does not write files

Like all but two of the agents, this one returns its output to the skill that spawned it, and the skill writes the file. It holds no write tools, so it cannot modify the repo even if asked to.

The changelog skill has collected commits since the last tag and grouped them by Conventional Commit type.

The changelog skill spawns this agent with the grouped commits; the agent returns polished entries and the skill writes them into CHANGELOG.md.

What it returns

Return only the changelog section — the category subheadings (omit empty ones) with their bullet entries, ready for the skill to place under [Unreleased] or a version heading. Do not write files, do not add prose outside the changelog format, do not invent changes not present in the input (CONVENTIONS-authoring.md §A6).
