PM-authoring class
Writes a work item into whatever tracker is connected, then proposes the create. Shared rules: CONVENTIONS-pm.md.
Drafts one scoped, actionable Task with an explicit done-when (Scrum Definition of Done) exit condition (optionally under a parent Story/Epic), then — on opt-in — creates it in whatever PM tracker is connected via MCP (Linear/Jira/Notion/GitHub Issues), else hands you paste-ready markdown. A bug-shaped title (fix/resolve/defect reference) gets an advisory nudge toward /test-plan and a test-first note — never blocking. Never bulk-creates; grounds the task in your intent, never invents.
